Online Course Excellence Toolkit by DEC Digital & Online Learning Working Group
This Executive Briefing will present the Online Course Excellence Toolkit - a practical resource developed to support education institutions to design, deliver, and scale high-quality online and hybrid learning.
Developed by the Digital Education Council’s Digital & Online Learning Working Group (2025), the toolkit draws on real-world case studies and contributions from 28 institutional leaders around the world. The Working Group was chaired by Todd Nicolet, former Vice Provost for Digital and Lifelong Learning at University of North Carolina Chapel Hill.
The Toolkit introduces a framework built around three interdependent dimensions — Intentional Pedagogy, Meaningful Student Engagement, and Robust Faculty Support. It provides clear guidance and practical measurement indicators to help institutions build coherent, sustainable, and impactful digital-learning strategies.
